Virginia cannabis employee training requirements

Virginia requires every employee of a medical cannabis facility to finish training before starting work, then complete in-service training at least once a year. Initial training must cover security and diversion prevention, emergency response, professional conduct and patient confidentiality, and developments in medical cannabis. The PIC and responsible party must keep a signed written training record for each employee. Adult-use retail has not launched: the CCA says retail sales begin July 1, 2027, and retail rules were still in draft in October 2026.

What the training has to cover

  • Proper use of security measures and controls to prevent diversion, theft or loss of cannabis and cannabis products
  • Procedures and instructions for responding to an emergency
  • Professional conduct, ethics, and state and federal laws on patient confidentiality
  • Developments in the field of medical cannabis
  • Any guidance the CCA Board specifies for annual in-service training

Does the course need state approval?

The rule puts the training duty on the facility, its PIC and its responsible party. It does not require a state-approved course, and we found no CCA approval process or approved provider list.

Records to keep

A written training record for each employee showing the trainee's name, training dates, a general description of topics, the name of the person who supervised the training, and signatures of the trainee and the PIC or responsible party. A new PIC or responsible party must review and sign it. The training rule does not state a retention period.

How our courses fit

Virginia Medical Cannabis Workforce Training. A Learn Brands-built online course (about 4 hours) that covers the four required pre-employment topics: security and diversion, emergency response, conduct and patient confidentiality, and developments in medical cannabis, plus patient checks and dispensing limits. It can serve as the content for initial or annual training. It is not approved or endorsed by the CCA. The facility still has to keep its own signed training record and train staff on its own procedures, security plan and systems.

Virginia training questions

When do new employees at a Virginia dispensary need to be trained?

Before they begin work. 3VAC10-40-100 requires initial training for all employees before they start at the facility.

How often is retraining required in Virginia?

At least once a year. The PIC and responsible party must provide in-service training that builds on initial training.

Does Virginia require a state-approved course?

No. The rule does not require an approved provider. The facility decides how to deliver the training and must document it.

How many hours of training does Virginia require?

The rule sets no minimum hours. Our course runs about 4 hours, which is our own standard.

What training records do we need to keep?

A written record for each employee with the trainee's name, dates, topics, the name of the person who supervised the training, and signatures of the trainee and the PIC or responsible party.

Can I buy recreational cannabis at a Virginia store yet?

No. Possession is legal for adults, but the CCA says retail sales begin July 1, 2027. Only patients with a valid written certification from a registered practitioner can buy from dispensaries today.
