California cannabis employee training requirements

California does not require every budtender to complete a state training course, and the DCC does not approve courses. Licensees with two or more employees must employ, within a year of licensing or renewal, one supervisor and one employee who have finished a Cal/OSHA 30-hour general industry outreach course. Some cities add their own training rules, so check your local ordinance. Most stores still train budtenders on ID checks, purchase limits and security.

What the training has to cover

  • Licensees with two or more employees: within one year of licensing or renewal, employ one supervisor and one employee who have finished a Cal/OSHA 30-hour general industry outreach course from an OSHA Training Institute Education Center provider
  • Store training most employers give: checking ID and age (21 and older for adult use), daily purchase limits, theft and loss reporting, and the store's own security and POS procedures

Does the course need state approval?

The DCC does not approve budtender training courses. The Cal/OSHA requirement in Business and Professions Code section 26051.5 calls for a Cal/OSHA 30-hour general industry outreach course, and Cal/OSHA says it does not enforce that section itself. Check your city's cannabis ordinance for any local training rule.

How our courses fit

California Cannabis Retail Essentials (Learn Brands). About two hours online on ID checks and purchase limits, completing the sale, customer privacy, security and theft, intoxication and emergencies, and products and potency, based on DCC rules. It is store training for budtenders. It is not the Cal/OSHA 30-hour course and does not replace a city's required program.

California training questions

Do California budtenders need a state certification?

No statewide rule requires budtenders to complete a training course, and the DCC does not approve courses.

What is the Cal/OSHA 30-hour requirement?

Licensees with two or more employees must state, when they apply and renew, that within one year they will employ one supervisor and one employee who have finished a Cal/OSHA 30-hour general industry outreach course.

Do California cities require cannabis training?

Some do. Check your city or county cannabis ordinance before you hire.

Why train budtenders if the state doesn't require it?

Selling to someone under 21, going over purchase limits or missing a theft report puts the license at risk, and trained staff are the main defense.
