Florida cannabis employee training requirements

Florida law requires every Medical Marijuana Treatment Center to train its employees and volunteers on the legal requirements for dispensing to qualified patients. The law does not set hours, a deadline, a renewal cycle or a state-approved course, so each MMTC decides how to train and document it. Staff must be 21 or older and pass a level 2 background screening, and delivery and transport staff need extra safety and security training. Florida remains medical only, since the 2026 adult-use amendment did not qualify for the ballot.

What the training has to cover

  • Legal requirements for dispensing marijuana to qualified patients
  • Verifying active registry registration and a valid registry ID card for the patient and any caregiver
  • Matching the amount and type dispensed to the physician certification, and confirming it has not already been filled
  • Supply limits (70-day supply; 35-day smokable supply capped at 2.5 ounces unless an exception is approved)
  • Entering the dispensing employee's name or unique employee identifier in the registry
  • Separate safety and security training for staff who transport or deliver marijuana

Does the course need state approval?

The statute puts the training duty on the MMTC. It does not require a state-approved course, and we found no Office of Medical Marijuana Use process for approving training providers or courses. The MMTC chooses how to train its staff.

Why it matters at inspection

The Department of Health may fine an MMTC up to $10,000 and may suspend, revoke or refuse to renew its license for violating s. 381.986 or department rules. The law does not list a specific penalty for missing training.

How our courses fit

Florida Medical Marijuana Workforce Training. A Learn Brands-built online course (about 4 hours) for MMTC dispensary staff. It covers the dispensing law, registry and ID checks, supply limits, privacy, security and emergencies, and gives a dated certificate for the MMTC's own training file. Florida does not approve courses, so it is not state approved. It does not cover the separate safety and security training for delivery and transport staff, and it does not replace the MMTC's own policy, registry and point-of-sale training.

Florida training questions

Do Florida dispensary employees need training before they work?

Florida law requires MMTCs to train employees and volunteers on the legal requirements for dispensing, but it does not set a deadline. Every sale requires registry and certification checks, so training before counter work is the safe choice.

Does Florida require a state-approved course?

No. We found no Florida approval process for employee training courses. The MMTC is responsible for choosing and documenting the training.

How many hours of training are required in Florida?

The law sets no minimum hours. Our course runs about 4 hours, which is our own standard.

How often do Florida MMTC staff need retraining?

The statute sets no renewal cycle. Our certificate is dated and valid for 12 months.

Can the training be done online?

Yes. The law does not say how training must be delivered, so online training can be part of an MMTC's program.

What happens if staff are not trained?

Violating s. 381.986 or Department of Health rules can lead to fines of up to $10,000 and to license suspension, revocation or nonrenewal.
